Fulfillment
The command was fulfilled by Israel while it was being issued, as it says in Exodus 15:20, "all the women went after her with tambourines and with dances". However, we see in the following passages that Israel quickly loses heart in the face of every adversity, forgetting to worship YHWH on account of his power and providence.
Commands to worship find their ultimate fulfillment in heaven, because of Jesus's gift, wherein redeemed and saved individuals will be enabled to worship the Father in spirit and in truth. (John 4:23)
