Lying is generally the practice of telling falsehood. The Moral Law includes an injunction to not tell lies (Exodus 20:16, Leviticus 19:11, Deuteronomy 5:20), and the Civil/Judicial Law prescribes civil penalty for lying while giving testimony (Deuteronomy 19:16-20).
