Citizenship describes the distinction between an "Israelite" and a "Foreigner". All Christians are explicitly citizens in the Kingdom of God, and are thus granted full rights as citizens in a Theonomic State. The general rule given in scripture is, "You shall have one law for the native and for the stranger who sojourns among you", (Exodus 12:49, Numbers 15:16, 29) -- meaning that the normal mode of the law is such that citizens and foreigners have the same rights, and are subject to the same legal restrictions and penalties. Exceptions to this mode are framed as such explicitly; for example, Leviticus 25:39-46 describes a distinction between laws related to foreign and native slaves.
