Foreigners are people who are not a part of Covenant Israel. The Law contains much discussion of marriage with foreigners and generally dealing fairly with foreigners. Foreigners can be recipients of God's blessings (see the Egyptian Midwives in Exodus 1), or God's wrath (see the plagues, Exodus 7 through Exodus 14), and can even be inducted into Israel, becoming no-longer foreign (see Rahab in Joshua 2 and also Ruth).
